The Liberal government will announce legislation next month that will legalize marijuana in Canada by July 1, 2018.

CBC News has learned that the legislation will be announced during the week of April 10 and will broadly follow the recommendation of a federally appointed task force that was chaired by former liberal Justice Minister Anne McLellan.

Bill Blair, the former Toronto police chief who has been stickhandling the marijuana file for the government, briefed the Liberal caucus on the roll-out plan and the legislation during caucus meetings this weekend, according to a senior government official who spoke to CBC News on condition of anonymity. . . . Minnesota has legalized some forms of medical marijuana. But now there’s a move to legalize it for recreational use as well. Several DFL lawmakers are proposing a law to do that. They’re also proposing a state constitutional amendment to make pot legal. Speakers include Bill authors Rep. Jason Metsa (DFL – Virginia) and Rep. Tina Liebling (DFL – Rochester) .

The bill is opposed by at least one key Republican— the GOP controls the legislature — and Minnesota Governor Mark Dayton opposes it.

If the legislature passes the constitutional amendment, it will go directly to the voters with or without Dayton’s signature.

Applebaum says realizes the bill isn’t likely to pass this session, but says it is a conversation starter about something that eventually has to change.

Canada To Launch Billion-Dollar Marijuana Free Market This Week (With Video)

From NPR: The Two Way September 30, 201311:01 AM By Bill Chappell

Canada is ushering in what it projects to be a $1.3 billion medical marijuana free market this week, as it replaces small and homegrown pot production with quality-controlled marijuana produced by large farms. The market could eventually serve up to 450,000 Canadians, according to government estimates.

As Toronto’s Globe and Mail explains, a transition phase began Monday that will allow more price fluctuation and phase out home and small-scale production.

“In its place, large indoor marijuana farms certified by the [Royal Canadian Mounted Police] and health inspectors will produce, package and distribute a range of standardized weed, all of it sold for whatever price the market will bear,” the newspaper reports. “The first sales are expected in the next few weeks, delivered directly by secure courier.” . . . From the Vancouver Sun By Peter O’Neil, Vancouver May 23, 2013

OTTAWA — The personal use of illegal drugs, including heroin and crack cocaine, should be decriminalized as part of a federal-provincial strategy to tackle drug abuse, a B.C.-based national coalition of drug policy experts argue.

In a report to be released Thursday, the coalition denounces the Harper government’s aggressive war on drugs, which puts the emphasis on law enforcement while steering money away from harm-reduction initiatives like Vancouver’s supervised injection site. . . .Read Complete Report

Idle No More has galvanized marches, flashmobs and railway blockades in the fight for indigenous rights

Last month a protest movement exploded across Canada, but little has been made of it by the media below the border. The reason for this, perhaps, is that the issues underpinning the movement are  — quite literally — indigenous to Canada. Under the banner Idle No More, thousands of Canada’s aboriginal peoples (First Nations, Inuit and Métis) and their allies have staged mass demonstrations in cities and towns all around the country in protest of the abusive treatment of indigenous people in Canada by the Canadian government. Mass marches have peacefully taken over the streets in Ottawa, while Round Dance flashmobs (nodding to both traditional indigenous dances and social media-fueled protest practices of late) have popped in around Canada and even in a handful of U.S. cities in solidarity. . . .
